Position Summary:

Provide professional support for the implementation of an externally funded project focusing on a coastal hazards mapping community of practice (CoP). Primary duties involve creating and testing a technology-based collaborative support environment (CSE) to share data, documentation, workflows and methods, and best practices. A major focus of this project is a statewide shared culvert database to be used for hydrologic modeling and flood hazard assessment. The project will successfully demonstrate shared creation and management of critical datasets needed by multiple agencies for coastal hazard application, and the potential of the coastal hazard CoP to provide technical assistance to local communities to develop policies that incorporate coastal hazard awareness. This position will collaborate closely with an Outreach Specialist also being hired for this project, who will be responsible for creating and maintaining the CoP. This position will report to the State Cartographer and will interact with staff from the Wisconsin Department of Administration (DOA). This position involves some travel within Wisconsin and requires strong technical computer and GIS skills.

Degree and Area of Specialization:

Bachelor's Degree in Geography, Cartography, Geographic Information Systems, Computer Science, Environmental Studies, Environmental Engineering, Hydrology and Water Management, or related field. A Bachelor's Degree in another area of study combined with a graduate certificate in GIS, or combined with two years of experience in mapping and/or GIS applications may be substituted for the above requirement.

Minimum Years and Type of Relevant Work Experience:

1. Strong GIS skills. Minimum one year hands-on experience with geospatial data and GIS software, including raster and vector data, large datasets, spatial analysis, and model building.
2. Extensive use of Esri GIS software suite, including ArcGIS Pro.
3. Experience with multi-user spatial databases such as PostGIS, including installation and configuration.
4. Experience writing scripts for geospatial data processing, including Python and ArcPy.
5. Experience with collaborative online environments such as ArcGIS Online and GitHub.
6. Familiarity with geospatial hydrologic modeling tools, hydrologic data, and LiDAR data and derivatives.
7. Effective oral and written communication skills. Experience writing reports, instructions, and other documents.
8. Strong collaborative skills. Demonstrated ability to work collaboratively with others to achieve common goals.
9. Ability to plan, think strategically, be creative, and self-motivated.
