Position Summary:

The Director will be responsible for managing and teaching in the Public Defender Project, an externship program in the Frank J. Remington Center at the University of Wisconsin Law School. The Public Defender Project places students in summer externships in Wisconsin State Public Defender offices throughout Wisconsin. Under the direction of the managing public defender or staff, students assist in many aspects of indigent criminal defense work.

This position's job duties include teaching, program development, and administrative management. The Director will design, develop, and deliver instruction to prepare students for their summer work placements and debrief them afterwards. This classroom instruction includes, for example, topics in criminal law and procedure, trial advocacy, and legal ethics. In addition, the Director will teach in the classroom-based criminal law curriculum, such as courses in substantive criminal law or criminal procedure, typically in the fall semester.

Administrative duties may include student outreach and recruiting; coordinating to ensure effective placement opportunities for students; negotiating, collecting, and distributing student stipends; and conducting site reviews to monitor student learning experiences, consistent with applicable ABA, Law School, or university rules. Additional responsibilities may be assigned as deemed necessary and appropriate by the Dean.

Principal Duties:

Annually place law students in summer externships in public defender offices throughout Wisconsin; conduct student recruiting for those positions (applications, interviewing, etc.); train attorneys in public defender offices in their responsibilities for supervising law students in the Public Defender Project.

Develop and maintain relationships with Wisconsin public defender offices and other indigent defense stakeholders.

Work with state and federal public defenders to provide training and educational assistance through presentation at conferences and the provision of other services.

Design and teach classroom components of Public Defender Project (currently consisting of two spring pre-placement classes and one fall post-placement class).

Teach other classes relating to substantive criminal law or criminal procedure.

Monitor student placements in the summer externships throughout Wisconsin; visit placement sites; provide work-related/ethical support where appropriate.

Perform administrative duties connected to the project, including the negotiation, collection, and distribution of student stipends and administering the authorization-to-practice process for law students.

Degree and Area of Specialization:

JD required.

Minimum Years and Type of Relevant Work Experience:

At least five years' experience as a criminal-defense attorney, as a public defender, or in leading a similar public defender clinic/externship required;
Demonstrated ability and desire to teach classroom-based criminal law courses, including courses in substantive and procedural criminal law required;
Preference given to candidates who have additional years of public defender or public defender clinic/externship experience, as well as project-management or administrative experience.
To be hired at the Associate level, previous clinical teaching experience required.

License or Certificate:

Admission to practice law in the Wisconsin Bar or admissibility to practice law in Wisconsin.

One of the oldest, largest, and most diverse clinics in the country, the FJRC's clinical projects and staff are dedicated to educating students of law; providing free legal services to low income, incarcerated, and vulnerable populations; and informing and improving the criminal justice system through research, advocacy, and community outreach.
