Position Summary:

This position reports to the Associate Dean for Operations and Policy. This position is responsible for leadership, management and evaluation of a comprehensive human resources program for employees, and the functions of volunteer management, of the University of Wisconsin -Madison, Division of Extension. The human resources responsibilities will involve serving operations and the programmatic structure, including the Institutes of Agriculture; Natural Resources; Community Development; Health & Well- Being; Human Development & Relationships; and Positive Youth Development and 22 geographic areas statewide. The Director of Human Resources will model a commitment to respect, diversity, inclusion and workplace civility in all situations and actions. In addition, this position and the Extension Human Resources office will emulate the Criteria for Success/Workplace Expectations set forth for the Division. In addition to a strong knowledge base in human resources, this position has three critical roles to fulfill.

Leadership. The incumbent supervises and provides leadership to the staff of the Division of Extension in achieving goals consistent with the program's strategic vision. A collaborative style of leadership establishes a clear direction to achieve desired goals and motivate individuals to succeed within their specific functions.

Business Partner. The Division of Extension Director of Human Resources will act as a business partner with other management within the Division and UW-Madison and HR professionals of other divisions to find solutions to problems, work on proactive strategies, and be consistent in applying University polices. If a proposed strategy is not feasible, due to a variety of constraints, it is the expectation that the incumbent will look at all sides of the issue and find creative ways to achieve a desirable outcome.

Change Agent. The individual in this position will be leading and facilitating many changes the Division of Extension and campus-wide. Change management knowledge and skills are essential to engage stakeholders throughout the division to ensure an effective and efficient transition. The incumbent is responsible for project management to ensure change, including both technological and process change, is properly managed. In addition, facilitates change in a manner that fosters an environment in which staff and various units may experiment with different ways of doing things.

Degree and Area of Specialization:

Bachelor's degree required. Degree emphasis preferred in human resource, public administration, business/management or related field or work experience.

Minimum Years and Type of Relevant Work Experience:

HR Experience focusing on strategic consultation and management in areas such as staffing, organizational and talent development, workforce relations, compensation. Minimum of 5 years of relevant work experience in at least 5 of the last 10 years is required. Experience with UW-related policies and procedures is preferred. Experience supervising professional staff is preferred.

1. Long-term and strategic planning/project and change management for a complex human resources program.
2. Ability to develop, recommend and implement administrative policies and procedures and evaluate effectiveness for an organization with a diverse workforce
3. Recruitment, hiring and retention of employees.
4. Titling and compensation for a wide variety of employees.
5. Organizational and talent development.
6. Employment relations and conflict resolution.
7. Sound judgment and discretion in developing, applying and interpreting policies and procedures.
8. Demonstrated commitment to respect, diversity, inclusion and workplace civility
9. Federal, State regulations related to human resources practices, such as the Fair Labor Standards Act (FLSA), Family or Medical Leave Act (FMLA), Worker's Compensation, Equal Opportunity and Affirmative Action (EEO/AA), Americans with Disabilities (ADA), Sexual Harassment and other human resources related laws and policies.
10. Effective supervisory methods and techniques, including selection, professional and career development, performance, and discipline.
11. UW-related Statutes, Administrative Code, Regent Policy Documents and other personnel and payroll-related policies and procedures.
12. New and evolving HRIS systems, and related technology.
13. Excellent verbal and written communication skills and ability to maintain effective relationships with managers and staff, campus offices and the public.

License or Certificate:

Human resources (e.g., IPMA-HR Senior Professional (IPMA-SCP), Professional in Human Resources PHR, Senior Professional in Human Resources SPHR), or another HR-related credential preferred.
