This position will work with Section staff and stakeholders to formulate strategies and marketing plans through a wide array of digital, social, and traditional (print, audio-visual) programs and materials. The LSHP works with a diverse set of program stakeholders, including: local health and housing agencies, homeowners, rental property owners, lead abatement contractors, trainers, the general public and general construction tradespeople.

The Bureau of Environmental and Occupational Health (BEOH), Lead and Asbestos Section (LAS), seeks to hire a Grants Specialist with strong skills in grant and contract management, project management, and fiscal monitoring to lead the grant management activities of our Lead-Safe Homes Program (LSHP). Under general supervision of the LSHP Program Manager, this position coordinates complex grant and contract activities under the LSHP. LSHP provides over $10 million in funding annually to abate lead hazards in Wisconsin through a Health Services Initiative from the Children's Health Insurance Program (CHIP) and matching state funds. This position is responsible for identifying new grantees and partners for the program; coordinating and preparing contracts with local and regional partners to administer the grant and provide services for the program; developing and monitoring budgets; monitoring progress and reporting by grantees; and preparing status reports and updates as requested by the LSHP Program Manager and the US Centers for Medicare and Medicaid Services. This position also leads the development and management of contracts with partner organizations such as the University of Wisconsin.

Under the general supervision of the Lead Safe Homes Program Program Manager and as directed by the Lead LSHP Environmental Health Specialist, this position will assist in the development of program policies, procedures and guidance, and will provide oversight and monitoring for properties in their assigned region of the state. LSHP duties include conducting lead risk assessments and clearance activities; writing up scopes of work for properties enrolled in the program; monitoring contractor work on projects; providing technical assistance to contractors, grantees, and partners; and verifying grantee compliance with LSHP policies for property enrollment, lead work, record keeping, and payment invoicing.
